1. I have been concerned with the need to improve
the DCI's coordination responsibilities regarding the
program. 25

in importance as part of overall Community efforts to
ensure responsiveness to the DCI's priorities and require-
ments for foreign intelligence. Actions sometimes involve
the establishment of new F_ I sites or the 25
augmentation of existing ones. Final approval for detail-
ing personnel to site rests with the MODE (Monitor
ing of Overseas Direct Employment) organization established
under the National Security Council Under Secretaries
Committee.
2. Before a proposal for changes in personnel is
forwarded to MODE, actions are taken to determine, among
other things, whether there are valid-requirements to sup-
port site, who mans the site, what the "hearability"
is from the site, and what equipment is needed. In the past
such actions have been initiated unilaterally by the Central
Intelligence Agency (CIA), the-National Security Agency (NSA),
or through bilateral agreement between these agencies.
Coordination was often effected with the Department of State
and, in some instances, with the ICS. The time has come for
to more uniform treatment of all such initiatives.

programs should be viewed in the context of
what the total U.S. SIGINT System can contribute to the
national intelligence need. In addition, a judgment
should be made on the possibility of using alternative
sources of information; e.g., human resources and/or
photography. To assure the. effectiveness of this process,
I have, o1n behalf of the DCI, assumed a coordination
res onsibi ~lity for all proposals for changes in thel
program prior to involvement in t He MOM
process. The Chief, SIGINT Division, Office of Performance
Evaluation and Improvement, will be my point of contact and
will assist me in this endeavor.
