SUBJECT : Release of Findings on Ruble Defense Costs
1. 1 propose we release our findings on ruble costs of
the Soviet defense program in two increments beginning with
briefings for senior Executive Branch officials this week. Both
classified and unclassified printed versions would be released on
Tuesday, May 18.

Dear Gene:
After reading your letter of 30 April concerning our
work on ruble costs of Soviet defense programs, Mr. Bush asked
me to respond and to tell you that he is pleased to learn about
the cooperation and discussions between CIA and DIA on this
matter.
I have told Mr. Bush about our phone conversation of
last week on this subject and about the briefings we are
arranging for the Secretary of Defense and others in the De-
partment. I have assured him that our forthcoming report will
have a strong statement about the interim nature of the results
presented and the need for further study.
As I told you on the phone, we will give a preliminary
copy of the report to your representatives on the CIA/DIA Military
Costing Review Board.

We should provide Representative Aspin with
the unclassified version only and direct him
to the House Armed Services Committee if he
wishes to see the classified version.
3. The House Armed Services Committee may wish to re-
lease the unclassified version to the press. This was done with
the dollar paper and caused no problem. There should be none
with this one.
4. I will see that Angus Thuermer has copies of the unclas-
sified version to use in response to press queries Tuesday afternoon.
We also can arrange to provide a background briefing to interested
reporters upon their request. I would prefer that such a briefing
not be billed as a press conference and that we set a time when the
briefer will be available and invite those who express an interest to
attend if they wish.
5. We are putting the unclassified version into the Document
