SUBJECT: Soviet Civil Defense Collection and Production Strategy
1. The Soviet Civil Defense Collection and Production Strategy is
scheduled for consideration by the National Foreign Intelligence Board on
2 December 1976. This strategy describes a coordinated Intelligence
Community program for the collection, analysis, and production of intelli-
gence on Soviet civil defense. Its main objectives are:
--to fill major gaps in intelligence information, and
--to produce, by late 1977, a comprehensive assessment of Soviet
civil defense preparations.
2. This document has been coordinated with representatives of all
concerned NFIB agencies, and its formal consideration by NFIB should not
generate any controversy. Some discussion may occur on two issues:
--NSA may raise some concerns over possible changes in NSA
collection programs to cover civil defense networks. Such changes
are not recommended at this time, however, and no NFIB action is

--Air Force may elaborate further upon the magnitude, scope, and
priority of the Intelligence Community effort to assess Soviet civil
defense, and may recommend an increase to
