The attached memorandum was prepared by the SALT Monitoring Working Group and approved by the DCI Steering Group on Monitoring Strategic Arms Limitations. It reports that the Soviets are continuing their efforts to dismantle older ICBB unchers. Of the 67 ICBM launchers whic sou d have been completely dismantled or destroyed by early October 1976, at least 39 can be considered fully dismantled in accordance with procedures. At launch sites containing an additional 20 launchers dismantling or destruction has been essentially completed, but some equipment and dismantled components have not been removed from the sites as required by the agreed procedures. 2. To compensate for SLBM launchers on submarines on sea trials, dismantling should be initiated on 56 ICBM launchers by late October 1976 in addition to the 67 which should have been fully dismantled or destroyed. There are still some deficiencies, however, in fulfilling all the detailed Standing Consultative Commission (SCC) procedures at some sites.. Based on our estimate-of the number of SSBNS operational and on sea trials, dismantling of 123 older launchers should be complete or under way by late October to compensate for replacement SLBM launchers on submarines--including one unit which began sea trials in September and two which we believe began sea trials in October. Of these 123, 67 launchers should have been completely dismantled or destroyed by early October. Thus far, the Soviets have dismantled only older ICBM launchers. Dismantling or destruction of replaced ICBM launchers shall be completed..no Later than four months after the replacement submarine begins sea trials. (From SCC Procedures, Section 11/5). To be in accord with the dismantling pro- cedures of the SCC, the Soviets should, have had 51 launchers fully dismantled by about 1 March. Only eight launchers were completely dismantled by that date, however. In early April, the Soviets after acknowledging that they had failed to meet the schedule, stated that they would have the additional launchers dismantled by 1 June. On 1 June, they notified the US that all 51 launchers were dismantled or destroyed in accordance with agreed procedures. By late September, in addition to the 51 launchers which were required to be completely dismantled, another 44 were to be in process. At the SCC meeting on 28 September, the Soviets claimed that 61 launchers were completely dismantled and that 34 were in the process. By early October we believe the Soviets should have dismantled 67 older launchers and by late October have an additional 56 under way. Dismantling or destruction of replaced launchers shall be initiated no later than the date of the beginning of sea trials of a replacement submarine. Approved For Release 2004/10/27 : -4- TS 763130/76 25 25 Approved F Ieas~e- 2004/10/2.7, p7002400050008-3 In the last six months the number of launchers on which dismantling should be complete or in process has risen from 51 to 123.* Five new sub- marines with 72 launchers have begun sea trials. Two of the new submarines were D-I class units, each with 12 launchers, which probably began sea trials in late July and mid-October. In early June a D-class unit with 16 launchers initiated sea trials. Another D-class with 16 tubes appar- ently began sea trials in September, based on the amount of time that has elapsed since it was launched and on the Soviet notification to the SCC. One more submarine of this type was photographed in one of the last stages of outfitting in late September and it should have started sea trials by the end of October. Soviet Dismantling Actions Dismantling or destruction procedures for ICBM launchers and associated facilities and for ballistic missile submarines and SLBM "launchers shalt ensure that they would be put in a condi- tion that precludes the posy bi1ity of their use for launching ICBMs or SLBMs, respectively; shall ensure that reactivation of units dismantled or destroyed would be detectable by national techni- cal means; shalt be such that reactivation. time of those units would not be substantially less than the time required for new construction; and .shall preclude unreasonable delays in dismantling or destruction. (From SCC Protocol on Procedures Governing Replacement, Dismantling or Destruction and Notification Thereof for Strategic Offensive Arms). *Between 2 and 19 September, the Y-class submarine modified to carry 12 rather than its original complement of 16 launchers probably began sea trials which could reduce the total SLBM'count by four tubes. In the case of silo Launch sites, in addi- tion to the actions specified in paragraph 1, the following actions shall be performed:' (a) silo doors, silo door rails, exhaust gas ducting, Launch tubes and silo headworks shall be dismantled or destroyed, and dismantled com- ponents shall be removed from the launch site; and (b) after the actions provided for in sub- paragraph (a) above, have been accomplished, the silos shall remain open for a period of six months, after which they may be filled with earth.
