Mr. Knoche, and I enjoyed the exchange of views
we had with both o you at if bre:e clast meeting on Tuesday; 1.4 September
1976. We hope that the meeting was useful from your viewpoint and that
the discussion was, in a general Way, responsive to your 1.0 August request
for ray views on intelligence charters.
As I stated on Tuesday, Executive Order 11905 has been in existence
for less than a year and, ,.rl Iny Vl,':V, , further e:cnerience "'-Le
is desirable before sound juclglnents can ha made on how, or indeed wl ether,
to proceed on statutory charters for all intelligence agencies. I did indicate
to you, however, that I thought tha Subcommittee should consider taking
action as soon as possible on legislation protecting intelligence sources and
methods from unauthorized disclosure and lcgislati.on establishing a second
statutory Deputy Director of Central Intelligence. With the exception of these
two areas, I believe that precipitous legislative action would not be useful.
We will, of course, he pleased to review and comment upon any proposals
which the Subcommittee develops in the future.
Let me say again that we are anxious to continue our cooperation with
your Subcommittee, and we are preparing a briefing for the Subcommittee
on our experience so far under Executive Order 11905.
