MEMORANDUM FOR: Deputy Director for Administration
FROM: Director of Central Intelligence
SUBJECT: Meeting with Senator Inouye
1. Senator Inouye informed me that he had administered a
30-day leave of absence without- pay disciplinary action on the
staff member who was careless with security.
2. The Senator mentioned this was modeled partly on the
fact that a first offense at CIA warranted a reprimand. I told
him it was my guess that that would be the case for someone who
left security material out in a basically secure area such as
our building. I would intend to be more rigorous in the event
of a serious violation such as this one.
3. Further, I would like to consider whether we should
use this-example, probably less the name of the individual,'to
publicize within the entire Intelligence Community and possibly
even wider within the government, the great risks to the
country as well as to individuals of taking classified material
out of their offices to unauthorized destinations.
