14. LIAISON Calle
Senate on Intelligence staff regarding her
previous request fora briefing for ive ommittee staff members
on Agency programs on terrorism. We agreed on 15 December
at Headquarters in the morning.
15. IAISON Called Earl Eisenhower,
Senate Select Committee on Intelligence staff, and asked him to
attend a meeting at Agency Headquarters tomorrow, with a number
of Intelligence Community representatives in regard to his previous
request for a Community-wide briefing of the SSCI on counter-
intelligence. Eisenhower agreed to 10:30 a. m. and said Jean Evans,
also of the SSCI staff, would accompany him.
16. LIAISON Received a call from
Keith Raffel, Senate Select Committee on Intelligence staff, who
said that the Director, in yesterday's testimony before the Committee,
had mentioned correspondence between the Agency and Frank Snepp,
and Raffel asked for a copy of any such correspondence. I told him
I had discussed his request for material from the 17 May meeting
with Snepp and that this request had upset some. Raffel said the
Director had been very explicit at yesterday's hearing on this
meeting and that as a result, he would not need any of this material.
He also renewed his request for a meeting with an OGC officer
regarding the case and I subsequently arranged for him to meet
with Tony Lapham, General Counsel, at 4:00 p. m. on 9 December.
17. LIAISON Received a call from
David Bushong, Senate Select Committee on Intelligence staff, and
confirmed with him his pre-briefing on 8 December at Agency
Headquarters, regarding his trip with Senator James Pearson
(R., Kan.) to four Latin America countries. Bushong also asked
for any unclassified information he could give Senator Pearson on
the countries including biographies of the major political figures.

13. (Unclassified - JEC) LEGISLATIOCalled Bob Carlstrom,
OMB, and told him that we had received a letter from Senator James
Abourezk (D., S. Dak.) inquiring about our comments on S. 1721, a bill
to amend the Administrative Procedure Act. Mr. Carlstrom said that he had
already told the Senate Judiciary Committee that he was holding up all
letters, and I then told Mr. Carlstrom that we were preparing a revision
of our letter which we would get to him as soon as possible. He said that
would be fine.
I also mentioned that we were forwarding a views letter on H.R. 9705,
special prosecutor legislation, to replace the letter which addressed H.R. 2835,
an earlier bill dealing with the special prosecutor.
14. (Unclassified - RLB) LEGISLATION Attended a House-Senate
Conference on S. 305, the corporate accounting and anti-bribery bill.

15. (Internal Use Only - LLM) LIAISON Cord Meyer, SA/DDCI,
advised of the interest of some Senate Select Committee on Intelligence 25X1
staffers to speak with NSC representatives on procedures being developed
within the Executive Branch to contend with the terrorist threat.

on this that we might have.
16. (Unclassified - LLM) LIAISON Called Joelle Hall, in the
office of Representative Bob Wilson (R., Calif. ), to finalize arrangements
for a luncheon at Headquarters Friday, 2 December, which was suggested
by Mr. Wilson as a follow-up from his recent trip to Africa.
17. (Internal Use Only - LLM) LIAISON Bill Hogan, House Armed
Services Committee staff, called to request a Committee briefing on current
Hughes/Ryan findings and a substantive intelligence briefing for 6 December
at 10:00 a. m. We discussed at some length the jurisdictional aspects of this
request as it relates to the legislative history of Hughes/Ryan and the creation
of the House Permanent Select Committee on Intelligence. Mr. Hogan asked
that if we have problems providing such a briefing to get back to him.
In connection with the above, I called Tom Latimer, Staff Director
of the House Permanent Select Committee on Intelligence, and he agreed
that the Director might wish to raise this matter with Chairman Edward P.
Boland (D., Mass. ). I made it clear to Latimer that I had no sense that this
was a jurisdictional vendetta and that I did not want to blind side Hogan since
it is possible that they might recede if we encouraged this more strongly
than I did in the first instance, but even so jurisdictional ?ns, we

25. LIAISON Received a telephone call
from Dan Swe anger, of the staff of the Senate Select Committee on Ethics,
who asked that I send to him Executive Order 11652 and the National Security
Counsel implementing directive for this order,. this in connection with the
Nondisclosure Agreement agreed upon with the Corm,;t$ec. I agreed to
send these to Mr. Swellinger by courier.
While he had me on the phone Mr. Swellinger advised me that the
FBI investigative summary dealing with his own security clearance would
be sent to the CIA Director of Security on 1 or 2 December. He asked that
I monitor the progress of this summary through the OS in order to ensure
it receives early action. I agreed to do so.
26. THIRD AGENCY Received a telephone call
from Clifton Fowler, of GAO, who reported that he had interviewed Carl
Duckett, former DDS&T. Mr. Duckett's memory had not been entirely
satisfactory for Mr. Fowler's purposes on all points, and Mr. Duckett
had recommended'that Mr. Fowler contact another officer in CIA, presently
serving with NFAC. Mr. Fowler wished to know whether CIA would agree
to his interviewing this individual and I agreed to check and advise him.

would be involved. She asked for -a briefing on the Agency programs
regarding terrorists and I said I would try and set up a briefing for her
next week. I also referred to her former Deputy Director E. H. Knoche's
testimony before the Committee in 1976.
