At 9:45 a.m.. on 23 June 1976, the Senate Select Committee on Intelligence met in open session on the nomination of E, Ilenry.Knoche to be Deputy Director of Central Intelligence.. The hearing was held in .Room 235, Russell Senate Office Building. A complete transcript of the hearing was taken by Ward and Paul Reporting Company. Chairman Inouye opened the session by stating that the Committee had heard from Mr. . Knoche in executive session the previous week and that Mr. Knoche demonstrated that his qualities for the post are of an extraordinarily high order." The Chairman viewed the nomination of Mr. Knoche as an important indication of the increasing emphasis the U.S. Government places on the intelligence analysis function. During the course of the hearing, Senators Baker, Thurmond, Bayh, Garn, Stevenson, and Morgan all spoke highly of Mr. Knoche's qualifications and announced their intention to - support his nomination. 6. After the opening remarks by Chairman Inouye and Senator Baker, Mr. Knoche read a brief opening statement. All members of the Committee then questioned Mr. Knoche. In response to questions, Mr. Knoche - Agreed to provide the Committee a full set of CIA regula ions and notify them of changes; b. Recommended providing NSCID's to Committee, but said NSC is the custodian; suggested guidelines for GAO audits, and submit them to the Committee; d. Agreed to work with the staff to develop pro- cedures to report all CA projects to the Committee, not just the major on--s; e. Agreed to instruct the Inspector General and the General Counsel to submit to the Committee reports similar to those provided the IOB; f. Agreed to instruct the General Counsel to notify the Committee when he refers allegations that activities by CIA employees violate Federal law to the Department of Justice; g. Agreed to regularly remind CIA employees to bring to top management's attention activities which raise questions of legality or propriety; . h.. Acknowledged that CIA employees should be able to come directly to the Committee if they are fearful--for whatever reason--of reporting a questionable activity to the Inspector General or IOB; i. Agreed to work with the Committee to establish ground rules to keep the Committee informed of Inspector General surveys; j . Senator Inouye was forced to leave mid-way during the session for an Appropriations Committee mark-up session. Before leaving he announced that proxy votes had been submitted in favor of the nomination from Senators Barry Goldwater (R., Ariz.), William Hathaway (D., Maine), and Waiter Huddleston (D. , Ky.). Senator Bayh closed the meeting stating the Committee had 12 votes in favor of the nomination, and That NMr. Knoche could'be assured that the nomination would be favorably reported. He further stated the Committee would poll the remaining members and would post the final vote at the end of the day.
