Schematic Outline*
(N.B. There follows a listing of major subject areas and drafting
responsibilities. In all cases, the section should include both
the present situation and a look ahead at realistic possibilities,
not with an eye to covering everything possible, but rather to
making the 4 or 5 or 6 main points which seem useful insights and
aids to thinking about the problem.)
I. The Setting and the Problem - ORPA
II. The PCI and Italy - ORPA (and OER)
III. The PCF and France - ORPA (and OER)
IV. The Iberian CPs - ORPA (and OER)
V. How Europe Views the Problem - ORPA (and OER)
(To include Euro-Communist views of Europe and European
views of the Euro-Communist problem.)
-- The EC and Communist views of it to be considered
here.
VI. The Soviet Perspective - INR
VII. Impact on NATO of Present Trends and Future Contingencies
(Including a realistic look at what, in fact, it would
imply for NATO if the PCI or PCF gained entry into gov-
ernment.)
VIII. How Europeans See the US Role and Interest - INR
(To include both European CPs and the non-Communist
parties, as well as the European governments and the EC.)
* Draft sections due 18 May. Please send to other participating
offices as well as the NIO office. Draft sections should be about
5 or 6 pages, double spaced. A summary or key judgments section
will be drafted in the NIO office.
