Action Requested: That you approve this memorandum and send it to the President and other selected recipients with the attached memo of transmittal. 2. Background: This interagency assessment was initiated by the NIO office as an independent intelligence input to policy deliberations on the European Communist problem, which are being conducted as a follow-on to PRM 9. At the PRC meeting on PRM 9 you suggested the desirability of more specific analysis on this problem. 3. Substance: The assessment focuses mainly on the Italian and French situations, which are the heart of the problem, though very dis- similar themselves. The memorandum is agreed intelligence in most respects, though it defines differences of view between DIA and the rest of the agencies on PCI attitudes toward NATO and on how the Soviets view the problem. These are noted in the Overview as well as the body of the text. 4.
