SUBJECT . Intelligence Requirements re the Horn of Africa
REFERENCE Memorandum for NFIB Representatives of 28 July 1977,
"Intelligence Requirements re the Horn of Africa",
SECRET
1. Per referenced memorandum, the second draft of the "Horn of Africa
Requirements" is found at Attachment 1. Based on the responses we received,
the original listing of requirements has been expanded, and assessments of the
adequacy of collection for each requirement have been included for your con-
sideration.
2. We were also requested to review and recommend changes, where necessary,
to the numerical values assigned to countries of the Horn in DCID 1/2. At Attach-
ment 2 are copies of the pertinent pages from DCID 1/2, including information
which "explains" the numerical scheme to be used in the evaluation.
3. We will meet to consider the second draft of the requirements and 25X1
recommended changes to DCID 1/2 on Thursday, 8 September, at 0930 hours in
Room 5G00 of CIA Headquarters. Please calli than COB Wednesday, 7 September, with the names of your representatives to
this meeting. Arrangements will be made for them to enter the building at the
main entrance and to receive badges from the receptionists.
