MEMORANDUM FOR: Representatives of the National Foreign Intelligence Board
SUBJECT Intelligence Requirements re the Horn of Africa
1. As part of a general effort to ensure the highest possible quality
of intelligence collection and analysis, based on all sources, pertaining
to developments in the Horn of Africa, the chairmen of the three principal
collection committees of the Intelligence Community have asked that we
prepare a set of requirements that they could use for guidance and for
developing a collection strategy. The attached draft is an initial cut
at a response to their request.
2. I ask that you circulate this list to the appropriate elements of
your respective agencies, and return it to me with amendments, additions,
or comment by July. Please bear in mind that this is in essence a
priority list for the purpose of providing intelligence support for national
policy. It is also being submitted to the NSC Staff and to DoD/ISA, as well
.as to the various components of the Department of State through INR.
3. The final product will be submitted to NFIB for its imprimatur.
