III. Meanwhile, Sihanouk has openly denounced a "foreign plot" against
his regime.
A. In a 13 Jan speech, Sihanouk centered his attack on Thailand, but
also charged indirectly that the plot was supported by South
Vietnam and the US.
B. The Sihanouk-controlled press on 17 Jan claimed the plot is aimed
at destroying Cambodia's neutrality, independence, and monarchy
and bringing the country into SEATO.
