It was obvious to all that it would be extremely difficl.It to meet this deadline so far as some of the war production programs were concerned. At the same time it was recognized that Part I which mould consist of a forecast of international conditions through fiscal 1953 -would be highly desirable in the wing of further programs, and that therefore it should be purcued with the utmost vigor. I am meeting on Monday afternoon with entativee of the State and Defense partnents to agree terms of reference for We Part I. 2. With respect to other programs, including of course the intelligence program, it was decided that these should be submitted to the NSC staff not later than 10 September. It was agreed that what was needed was not so much an evalua- tion of ozisting programs as a presentation of expended or additional programs an they have become needed since approval of NSC 68/14.. 3,. 1 have called. air.
