The Kremlin knows from public statements that security arrangements would be made between the US and Japan in connection with the conclusion of the peace treaty. Since the terms of the security agreement do not go beyond what could be anticipated from public statements, and since these terms constitute essentially a formalization of US commitments, we believe the publication of the text of the agreement is unlikely to alter the intentions of the Kremlin with respect to an early assault upon Japan. We believe, therefore, that the conclusion of STE-3 will not be affected if the subject text is released at any of the dates specified, (13 August, circa 1 September, post-Conference). 2.
