SUBJECT: Relations Between General Ky and Ambassador Lodge
1. During Ambassador Lodge's previous tour in Saigon,
General Ky was primarily involved in military affairs and did
not have much direct business with Mr. Lodge. Hence, there
is no strongly established record of past relations between the
two.
In the
rumor mills of Saigon, Ambassador Lodge is known as "the
man who got rid of Diem" and is therefore considered a friend
of the Buddhists -- a reputation which should set well with Ky.
It is probable, therefore, that Ky is inclined to look favorably
on Lodgers assumption of the Ambassadorrs post.
2. We believe that neither Kyls trip to Taiwan at the
time of Ambassador Lodgets arrival, nor his 7 August remark
about not seeking another countryts advice before taking any

action, should be considered as attacks on Lodge personally.
Rather, it would appear that the highly nationalistic Ky was
making public demonstration of his governmentts independence,
and serving clear notice on the new Ambassador not to treat
him as a puppet.
e see no reason why Ky and Ambassador Lodge
should have undue difficulty in getting on with each other.
