I would like to see it distributed on 2Lt September even if it
comes close to the close of business. It should go to the various
intelligence chiefs with a notation for them to share it with
their principals. I want to be sure that Tom Latimer is given a
copy, so that he can be certain that Kissinger sees the paper.

4. As for the other paper on "Likely Soviet Reactions", I
want to review that on Thursday and will then decide what to do
about it. The heat seems off that problem far the moment.
