A draft outline of a proposed annex to the JCS P1#lu entitled "Supplementary Data Collection operations During Soviet. Extra-Territorial Missile Tests" was submitted to the conferees. The draft annex formed the basis of the subsequ nt discussions. 3. It was proposed that three annexes to the basic plan be prepared, the first to cover Soviet missile tests as above, the second and third to cover earth satellite vehicle and ? space probe events respectively. Concurrently, the JOB Plan covering these types of operations would be revised as necessary to include provisions for these annexes. During this revision the changes proposed by the various agencies and not included in the plan as approved by the JOB would be incorporated. 4. The format of the three annexes would resemble that of the draft provided. The conferees were requested to submit % coearents and recommendations on the format and content of the. draft. 5. Responsibilities for compiling material for inclusion in appendices to the three annexes were assigned Joint Staff low. Deadline for submission of material to the Joint was not as 15 February. It was agreed that these appendices should be concerned only with short term estimates, i.e., those developments which could be tested or demonstrated during the next series of events.
