Approved For Relse 2005/04/13: CIA-RDP79R00967A0Q.900030012-7 E 29 September 1964 SUBJECT: Conversation with Spurgeon Keeney re NIE 11-8-64 Around 4:15 returned Spurgeon Keeney`s telephone call of a few minutes earlier. He spoke as follows: A. Has carefully read the draft 11-8-6i. Has found nothing therein which in his mind could be classed as alarming and unforeseen new Soviet departures. The implication came through clearly that previous intelligence findings and speculations had already estimated tentatively most of the new things upon which this paper comes down on with greater firmness. He indicated that he would so inform McGeorge and recommend that the paper be repro- duced and distributed according to the pattern of last year. I very specifically noted the formula for the distribution of the All Source version, to wit: "Up to 100 copies outside the Agency." Yes, he said, this is what he meant, but apply the principle of economy. He made no specific comment with respect to a follow-on Top Secret version. I told Keeney of today's follow-up and if he wishes to inform himself about last year's distribution of the TS version the means will be at hand. B. As to the pace of printing, he used the word "normal" as in the sentence, "Go ahead and print and distribute it at the normal speed."
