Called upon McGeorge Bundy Friday, 25 September, 5 p.m. Rehearsed with him as per the attached four categories of new findings in the present draft 11-8-64+. first two. I gave him a brief recap of these and went on to a fuller discussion of three and four.) 2 Complete agreement that if the content of the paper was going to leak, the content of the draft -- which scores, if not a couple of hundred people are already familiar with -- would be equally damaging. Also agreed that if printing or dissemination of the final version were delayed into November and the fact of this delay became known, this would be even more damaging. 3. The conversation shifted to the authorized distribution of 11-8-62 and 11-8-63. I gave my best guess as to the numbers of the all-source versions which had been authorized. We did not discuss circulation of the Top Secret versions. 4. Mac indicated there might be some virtue in proceeding deliberately to the printing and distribution after USIB approval of this year's 11-8 -- a week or 10 days might be a good idea, he said. I told him that in my opinion, this kind of a delay should not occasion any difficulties for the few prime consumers of the paper who could use tidied-up copies of the mimeograph for all practical purposes. it now stood and give him the figures on authorized distribution of 11-8-62 and 11-8-63. The draft and my memo went forward to him at noon on Saturday. As of that time I was unable to nail down the figures on the Top Secret version of 11-8-63.
