MEMORANDUM FOR: Mr. Carl Duckett
1. This is just a quick note -- I am about to go on leave
and won't be seeing you for a bit.
2. Praise be that you asked the Navy this morning whose
figures they were presenting on the deployment of submarines
through 1970. 1 had also detected that they were the Navy's own
and not community figures, but was fearful of washing dirty linen
in front of the Panel. Your handling of it was exactly tight.
3. It seems to me that the Navy should not be allowed
to gent away without a further word from you. But for your question,
the Panel would never have known that these were Navy figures,
and that other figures to which the rest of the community had agreed.

basic differences of views regarding thel that underlie
the differences between the two sets of figures. The Navy apparently
had no intention of identifying the figures as reflecting their view
only, which is the least they should have done. Better yet, they
should have presented the majority view from the LAP as well as
their own.
