SUBJECT: 19 April Memo on South Vietnamese Politics ( "Nation
in Ferment")
1. The attached memorandum was prepared at my rk,.-quest and
its noroduction was brokered by thrT Vietnamese Affairs Staff, but it 25x1
reflects the work of many hands. of ONE/FE di d the basic
drafting. OCI and FE/VNO assisted in its preparation and contributed
ideas to it. The final editing was done by the VAS. It is, thus, a joint
effort in vahich all Headquarters elements concerned with South Vietnamese
politics have participated.
2. The memo was prepared prin;arily as an operational aid and
guide for the Political Action Division of the Saigon Station. It is, howt ver,
a cormpen} iur:n that many U. S. Government elements concerned with
Vietnarn right find useful. I intend, to recommend at the 20 April Exec-
utive Con-,,z ittee meeting that in addition to distributing it within the t~uilding
an:= pouching it to Saigon, we send copies to Messrs. Rostow, Kom er,
Cooper, Bundy, Unger, IvIcNaughton and, possibly, McNamara; attezLpt
to get copiesI to_Arxbasaadors Bunker and Locke; and send sevx.ral copies
to the Vietnam V o'rking Group, INR, and the working level components of
DI A.
3. J. deliberately had this opus print-af; as a blind memorandum
with a SECRET .classification to enhance its utility and avoid dra'Fing attention
to its CIA origin.
