SUBJECT: Outline of Proposed Military Estimate
NIE 11-3-70: SOVIET STRATEGIC DEFENSES
This Estimate assesses the strength and capabilities of Soviet
strategic air, missile, and antisubmarine defense forces, estimates
their size and composition through mid-1975, and forecasts general
'trends thereafter.
This paper differs from previous estimates in the NIE 11-3
series in that it includes a section on antisubmarine warfare (ASW).
It is included because ASW, like the other systems treated in this

estimate, provides a defense against a major strategic threat to
Soviet territory. The ASW problem formerly was addressed in the
NIE 11-14 series.
The only force considered in this paper which might be affected
by a strategic arms limitation agreement is ABM. The paper will
take into account pertinent developments at the SALT talks.
