Attached is the trip report of three Staff members who
attended an Army course on the Safeguard system at Ft. Bliss.
It is of general interest and not without relevance to our
next estimate on Soviet missile defense.

SUBJECT: Attendance of Course on Safeguard System
1. During the week of 6 April, the undersigned attended
the Army's course for planners of the Safeguard ABM system
at Fort Bliss, Texas. The three-day course is supposed to
provide current information on all aspects of the system
including management planning and research and development.
It was clear from the outset, however, that several of the
presentations relied heavily on dated data.
