ONE Memorandum on Chile
1. As you know, the Division is under instruction from
the ADDP to cooperate and participate actively with ONE in the
preparation of all papers concerning Latin America. While we
were involved in the discussion on the first draft of subject paper
and we did receive a telephone call on the final version, apparently
considerations of time did not permit us to see the final product.
2. In this case, we certainly would not wish to quarrel
with something already in print but we do feel you should take
note of the following two points:

MEMORANDUM FOR: Mr. Colby
I thought you might want to take a quick glance at this
short paper on Chile which i wrote almost exactly
a year ago. The substance is still remarkably fresh, and,
more important, the approach is one we should keep in
mind as a model for future work -- especially some of the
work we will soon be doing in O/PR. Clearly this is a
technique that has appeal for the new Secretary of State
(see his comment).
