1. You will recall that, pursuant to UUSIB ?l4-fit, we have
been enclosing questionnaires in selected NIE's. The last of
these are enclosed in MIS 11-8-59 which is just coming off the
press.

We have attempted to ancourae a better response through word of
mouth and also by a memo sent to the "Senior Reps" several months
ago. Your liaison officers have also been attempt.ino, to ferret
out completed forms in the several agencies.
3. It has occurred to us that the "Senior Peps" pay not be
in the best position to encourage a greater response and that
perhaps the "Senior fissaminators", with whom OCR deals, may be
in a better position to do so. Since this is a joint OCR - ONE
venture, perhaps you could succeed where we have failed. We have
drafted a suggested memo along the lines of the o sent to the
