C. 20505 OFFICE OF DEPUTY DIRECTOR OF CENTRAL INTELLIGENCE MEMORANDUM FOR DIRECTOR, DEFENSE INTELLIGENCE AGENCY SUBJECT National Intelligence Estimate Format REFERENCE : S-1083/DE 1. The DCI has asked that I .provide you with the following clarification of his position with respect to the format of the military estimates. He has always regarded the subject matter of these papers as falling within the criteria of NIE's, i. e. , they deal with matters of high policy concern. They also require backup material which should be published separately; this backup material is nonetheless associated with and part of the corpus of the NIE. 2. Consistent with this position and with USIB-D-13.1/39, 19 April 1973, the plan is that NIE 13 - 8 -73 and other military estimates will consist of a Precis and a relatively brief main text plus "supporting analysis" which is to be published concurrently under separate cover. This separate publication will carry the same NIE number and title, but the identifying rubric "supporting analysis" will be included in the title line. The supporting text will have no summary or conclusions. 3. This position on military estimates is without prejudice to the proposition in USIB-D-13.1/39 that a few topics might require treatment in both the NIE and NIAM for~~zat. Doouti ENTNO. As for the Illustrative Force P ojections, the DCI holds strongly to the view that these should appear in the NIE's. Projections continue to be required by national level users of NIE's and the DCI does not wish to be restricted as to the manner in which he responds to such requirements. Vernon A.
