AND CONTINgITAL JESTL'RN EUROPE
The food production and stock estimates given in the enclosed tables are
tentative and subject to some revisions.
The production data are listed under consumption years. The productior
figures shown under the year, 1951-52, refer to the crops harvested in the
summer, fall, and winter of 1951, or, in the case of livestock products, for
examples to output from the middle of 1951 to the middle of 1952. It should
be emphasized that production data show total output only. Such data do not
show differences in food availabilities from domestic productions since the
effectiveness of utilization (extraction rates for flour, shifts from feed
to food uses and vice versa, good or bad distribution through rationing or
otherwise, (lifferences in supply levels between farm and urban population)
is as important for such comparisons as are the spreads between gross output
figures.
The data on stocks are estimates of carry-over or end-of-season supplies
the exact date of which varies amcng the different commodities and among
different countries for the same commodity. The estimates of food stocks within
the Soviet Bloc were made on the basis of very limited information and are
subject to a wide range of error.
Production and stock estimates are not included in the attached tables for
Communist China, North Korea, and Outer Mongolia. Limited information on these
countries makes it difficult to forecast their production and stock positions
with any degree of accuracy. It is believed, however, that insofar as food is
concerned, this area would be left largely to its own resources in the event of
another world war. With the possible exception of soybean oil, the Far East
would not play a significant role in iuropean food supply' problems.
Most of the data in the attached tables were supplied b? the Office of
Foreign Agricultural Relations, USDA. Some of the estimates, particularly for
the Soviet Bloc countries, were made by CIA.
