MEMORANDUM FOR THE BOARD
SUBJECT; NIE-499
1. It peens clear on the basis of the IAC moresentativeys ft feting
on NIE-992 that the Board 'of National Estimatee will have its Viems
with reepect to the situation in the USSR forced into the mold of
NIE45.. Thus, the present 'draft ?t NIE.99 will merely perpetuate the
troUbleseneaspecte of NIE-95.
2. Unlese I misunderstood the Board ,s views with respect to Soviet
intentions end its interpretations of recent Soviet policy, they differ
significantly from NIE.95. I submit that the Beard should ha one
vehicle through whiCh it can periodically present its on considered
judgMent on such. important Matters and that the Estimate of the World
Situation is ideal for such a purpeSe.
30 I believe there is no binding commitment to publish VIEF69
as a coordinated estimate. I recommend therefore that the Board
withdraw this paper as4 coordinated document and publish it as a
Board Estimate. This recommendation is made despite the obvious
difficulties that Such a course woUld encounter at this late stage in
the game.
