SUBJECT t Statistical Data for NIEnlle4-54
lc In response to your request of 8 grime 19549 asking that the
Economic Intelligente Committee coordinate selected statistical data
which yet propose to include in NIEe11e4-54, I am forwarding the
attached statistical tables. Ion will note that in some instances a
range rather than a single figura has been elven on certain items for
particaleremare. Inmost instances this was done to take account of
differences in the positions among the various agencies. In the case
of tanks and assault guns, however, the range as presented by 0-2 is
accepted by all agencies. Two it in the original listing, synthetic
rubber and trucks, have not been included, since the differences between
ageheies were too great to permit the presentation of a useful range.
As you, know, all of the /AC agencies are not engaged in
economic research covering all of the items listed. Therefore, they
are not Actually agreeing in all instances, but are simply indicating
that they will not raise objections to the figures as presented. On
this point, State specifically-raised a question as to whether or not
tbstnntions should be noted at the EIC level. In this connection,
understand that while State will not ask that a dissent be recorded in
the NII, they would like to have the EIC note that they abstain on the
copper and aluminum figures for 1951 and 1952, and would particularly
like to have their abstention noted by the EIC on the entire production
series for motors and generators and on electron tubes. Ihey do not
have any other figures to offer, but simOnrfeel that on the basis of
certain reservations on the calcelation of these figures they not
wish to be on record as concurring. In connection with the figures for
motors and generators and for electron tubes which were prepared by
ORB/CIA, ORB would like to have it noted in the NIE that, in view of
the- somewhat heterogeneous composition of the items included in these
categories and the problems of conversion, these figures
should be used with some caution. While they are believed to be useful
as indicators of the orders of magnitude of production, they are notto
be taken as precise calculations of quantity or value.
