SUBJECT : US Position Paper for SG 161/19
1. The Agreed Procedures for US Participation in NATO
Standing Group Intelligence Estimates (IAC-D-130, dated 28 August
1958) provide that
a. The first draft of the US Position Paper shall
be prepared by DIA, and shall then be reviewed and mcdified
as appropriate by a working group including representatives
of the DCI and the Department of State as well as DIA and
the military departments.
b. The draft produced by this working group shall
then be coordinated in the manner prescribed for an NIE
(by the Board of National Estimates in consultation with
USIB representatives) prior to submission to USIB for
acceptance.
2. The terms of reference for SG 1.6119 provide that the US
shall draft the sections of the estimate relating to Science and
Technology and to Ground Forces (Part I, Section 3; Part II,
Sections 4, 8, and 9; Part III, Table 1). DIA has prepared and
distributed first drafts for these sections and, as required by
the Agreed Proced.i=es (para. la above), has summoned a working
group to meet in Room 2C231, the Pentagon, at 1000 on Tuesday,
29 December, to review those drafts.
3. The schedule for SG 16119 requires USIB action on the
US Position Paper on 6 January. This schedule leaves no time for a

. To avoid unnecessary duplication of effort and to expedite
consideration of the US Position P'e pcr, so as to get it before USIB
in time for action on 6 January, the Board of National Estimates
proposes to conduct its coordination of the paper jointly and con-
currently with the meeting of the working group summoned by DIA.
This proposal is aeceptah e to DIA. Accordingly, your representatives
are requested to meet w0 h fair. Ludwel?. Montague, representing the
Board, at Room 20231, the Pentagon, at 1000 on Tueedgy, 29 December,
for the purpose indicated.
