The President's Foreign Intelligence Advisory Board 13 September 1974 SUBJECT The Soviet Image of the U.S. Office of Political Research. It reflects, as you will see, an attempt to look at the U.S. and Soviet relationship through Soviet eyes to set the stage for better understanding of the general world view which shapes specific Soviet policies and decisions on matters of great bilateral interest, e.g., SALT. 1. Attached is a paper (with the above title) which the DCI commissioned and has sent to the President and. the mem- bers of both the NSC and the WSAG in the hope that this piece may contribute to an understanding of and stimulate further reflection on the way the Soviets look at the United States. I was re ared under the aegis of the NIO for Soviet Affairs I I and drafted primarily by of CIA's25X1 2. The DCI has already sent copies to Admiral Anderson and to Governor Rockefeller in the latter's capacity as a member of the PFIAB.
