Problems and Potential I
1. We are now ready with a semi-final V"_
draft of the UN paper to send to Scali and
to ask him for an appointment to discuss it
with of OPR, the drafter. A
copy for you is attached. The paper has
been widely discussed on the DDI side, but
by its nature does not, and should not, rep-
resent total agreement on everyone's part.
Before being published, we plan to discuss
it not only with Scali but some UN people
in State -- again without seeking concurrence
on every point.
2. This note is to request you to break
the ice with Scali by phone, after which I
will follow up by getting a copy into his
hands and arranging an appointment for
