SUBJECT Intelligence Alert Memorandum: Possibility of Serious
Civil Disturbances or a Coup in Phnom Penh
1. The attached memorandum is forwarded to alert you to the
possibility of serious civil disturbances in Phnom Penh and/or a coup
attempt against the Lon Nol government.
2. I would like to stress that we are talking about possibilities,
not probabilities, at this time. Nonetheless, the possibility is real
enough and the event itself serious enough to lead us to issue an alert
memorandum.
4. While there may be little we can do to stop student and teacher
agitation, I believe that strong representations by Ambassador Dean and
others in the Mission in Phnom Penh would help dissuade any would-be
coup-makers.
