Community Staff, advises that the footnote on page 9 of the reference is in
error. It reads" "Under standing instructions, this [NOIWON] network should
have been activated upon the receipt of the first CRITIC, but it was not. "
In fact, standing instructions (USIB-D-71. 11/11, 3 March 1975, "Procedures
for the Operation of the National Operations and Intelligence Watch Officers
Net") do not so call for the activation of theNOIWON network. It is requested,
therefore, that holders of the reference line out the footnote on page 9.
2.1 notes, however, that a procedure of this
character is under active consideration in connection with th revision of
DCID No " which is now
under way.
