Mr. Spofford reports from London an urgent concern over
Soviet and Satellite reaction to the possible admission of
Greece and Turkey to NATO. The Department of State would much
appreciate a National Intelligence Estimate for the guidance
of Mr. Spofford on the question:
What relative reaction can be expected from the
USSR or its satellites to:
(a) the admission of Greece and Turkey to NATO; or
(b) Greek and Turkish association with certain
other nations, NATO and/or non-NATO, including the US,
in a collective security arrangement for the Mediter-
ranean area, linked in some way to NATO; or
(c) security arrangements between Greece and
Turkey and certain individual NAT nations, including the
US?
The urgency of the problem is so great that, if the Esti-
mate is to be useful, we must request that it be prepared as a
Crash Estimate.
To expedite consideration of the problem in CIA, I attach
an Intelligence Estimate of our own: "Estimate of Reactions to
Varying Degrees of US Military Commitment and Activity in the
Near east," of May 1. This paper covers some considerable part
of the problem set, and may serve as an advance on any contribu-
tion that would be required of us.
