Mr. Spofford reports from London that the key concern of
NATO nations with respect to the proposal to admit Greece and
Turkey to NATO is the possible Soviet and Satellite reaction.
This matter is under discussion now, and guidance to Mr. Spofford
is urgently needed.
It is therefore requested that a National Intelligence Estimate
be obtained on the most expedited basis possible in the following
question.
(I) "What relative reaction can be expected from the
USSR or its satellites to:
(a) The admission of Greece and Turkey to NATO, or
(b) Greek and Turkish association with certain other
nations, NATO and/or non-NATO, including the U.S.
in a collective security arrangements for the
Mediterranean area, linked in some way to NATO,
or,
(c) Security arrangements between Greece and Turkey
and certain individual NAT nations, including
the U.S."
