Page 9, paragraph 16, Crew Proficiency -delete the paragraph
and insert the following:
Achievement of a high level of combat effectiveness
may have been retarded by lack of combat experience. However,
intensive training has been underway for five years.
Page 9, paragraph 17 -delete the third sentence.
Page 10, paragraph 18 - Targeting and Bombing Accuracy -
delete the paragraph and insert the following:
The USSR is able to obtain all the data necessary
for identification of targets in the United States under visual
and blind bombing conditions. The USSR possesses optical bomb
sights equivalent to US World War II type bomb sights. Soviet
aviators could therefore be expected to execute satisfactory
bomb placement under visual conditions. The USSR is equipping
its TU-4 tnediumbombers and IL-28 Sight bombers aircraft with
blind bombing/navigation radars similar to the U.S. AN/APS_15
and AN/AFQ-13. The accuracy of the Soviet blind bombing system
(Y'6 P
is estimated to be about 3000 feet
(circular error, probable)
at the present time. The USSR has adequate navigation facilities
for use within the Soviet Bloc and there is evidence of experimental
operation of a low frequency pulsed hyperbolic navigation system
similar to' Oran which if it bocomes operational should provide
coverage over most of the Western USSR and over most of Western
Europe. It is considered liklky.-th4t h USSR will utilize extensively

the paragraph and insert the following:
The USSR has developed a very high capability for
jammLng radio transmissions up to and including HF bands. Soviet
capabilities in related electronics fields indicate that they are
now capable of developing equipment for Jamming VHF and UHF bands.
We estimate that today the USSR can seriously disrupt communications
between the continental US and its overseas facilities and Allies
and further we believe that the USSR iaill increase its effectiveness
as *ell as the proficiency in number of its trained personnel
throughout the period of this estimate.
Page 18, paragraph 33, Soviet Air Defense - This paragraph
should be deleted and the conclusions of SIE-5 insofar as they
compare with the SEC version of WEE 65 regarding present situation
and insofar as security classification permits should be substituted
for paragraph 33.
