PPrticular3,y the Soviet note of August 15 1953 seems to bear out the view exparessed In paragraphs 8 (b) and 10 of the Speoial Estimate that the USSR has no intention of a,eing to any solu- tion of the German problem which would involve the relinquish- amt- of Soviet control over East Gerl ax . In fact, the August 15 note makes it appear at least highly questionable whether the Kremlin even intends to enter into nogotiations for German re- unification at this tine, although this can only be a matter of speculation until the Soviet reply to the Ilestern PQU 3'&9 rotes of September 2 is received. the Service Attaches cosy in the above esoments.
