FOREWORD
1. Objectives and Scope.
The Economic Intelligence Statistical
Handbook (hereafter referred to as the
Handbook) is a concise reference work in
tabular and graphic form designed to
supply data pertinent to the analysis, as-
sessment, and comparison of the economic
characteristics of the Sino-Soviet Bloc coun-
tries and the countries comprising the
North Atlantic Treaty Organization
(NATO). Ideally, such a compilation
should contain information pertaining to
production, plans, capacity, trade, con-
sumption, inventory, stockpiles, and known
reserves. Where this research aid falls
short of its objective, it is hoped that miss-
ing data may be supplied at a future date.
Countries of the Sino-Soviet Bloc included
in this report are the USSR, Albania, Bul-
garia, Czechoslovakia, East Germany, Hun-
gary, Poland, Rumania, China, North
Korea, and North Vietnam. The total pro-
duction of these countries is compared to
that of NATO, whose member countries are
Belgium, Canada, Denmark, F r a n c e,
Greece, Iceland, Italy, Luxembourg, the
Netherlands, Norway, Portugal, Turkey, the
UK, the U.S., and West Germany. The Saar
has been added as a separate political en-
tity merely because its industrial produc-
tion is often listed separately in the sources
used.
The Handbook covers primarily the years
1938 and 1946-56. In several instances,
however, the years 1946-47 and 1956 have
been omitted because of a lack of sufficient
information. Data for the individual NATO
countries, except for the U.S., have been in-
cluded only for the years 1953-54 or
1954-55. When available, data for the
other major producers of the Free World
have also been included for the same years.
2. Source and Reliability.
Unless otherwise indicated, data for the
Sino-Soviet Bloc countries are ORR esti-.
mates (except for those in Tables 153
through 157 and in Table 197) contained in
the ORR Estimates File as of 15 August
1956. To provide a central source for up-
to-date reference data, ORR analysts con-
tribute to this file all economic estimates as
they are made and submit quarterly reports
revising or confirming previous estimates.
Such estimates, therefore, are provisional
and subject to adjustment from time to
time.
Data for the NATO countries were
selected from the most reliable and most
current sources available. In general, these
sources were unclassified publications of the
UN, the Organisation for European Eco-
nomic Cooperation (OEEC), and official
statistical bulletins of the various countries.
Reasonable care was exercised in selecting
the sources, but CIA does not assume re-
sponsibility for their accuracy. A list of
these sources is included in this volume.
Blanks which appear in the data of any
country listed indicate that information
was either not available as to the amount or
to the existence of production. For the
Sino-Soviet Bloc countries, 1956 official Plan
figures were included whenever possible, but
most 1956 figures included are projections
made by ORR analysts.
When a country name is omitted from the
countries listed above, it again indicates
that information was not available. In
each case where it is known that no produc-
tion exists of a specific item in Sino-Soviet
Bloc countries, however, a footnote states
this fact. For NATO countries, the omis-
sion of the name of the country may mean
either that information was not available
or that there was no production. The dis-

tinction between "Not Available" and "No
Production" could not be made in the case
of the NATO countries, because the prin-
cipal -sources used did not indicate a dis-
tinction. .
3. Boundaries.
Since the Sino??Soviet Bloc is relatively
new and since significant boundary changes
have occurred during the past 25 years,
comparability of data becomes an impor-
tant problem in analyzing some time series.
Unless otherwise indicated, boundaries of
the countries in this research aid are those
presently in force, and the data for earlier
years have been adjusted accordingly. The
map* should serve as a guide for the present
boundaries.

5. Rounding.
With the exception of official figures the
data in this report generally have been
rounded to three significant figures, unless
such rounding would have resulted in sig-
nificant difference in the number. In cases
where a figure was less than one-half of the
smallest unit used in the table, the figure
has been omitted and the term "Negligible"
has been substituted. Data officially pub-
lished by Sino-Soviet Bloc governments and
accepted as estimates by the ORR analysts
have not been rounded. These figures are
in italics to -identify them as official
figures.
A. Time Series.
No attempt was made in compiling the
present Handbook to adjust time series to
take account of such problems as homoge-
neity of product and changes in reporting
systems. Any adjustments for such factors
known to have been made by analysts orig-
inally responsible for the estimates or al-

Totals for NATO and Sino-Soviet Bloc
countries are simple additions of unrounded
data. Hence they may not always agree
with the sum of rounded figures appearing
under individual country headings. No ad-
justment has been made to compensate for
gaps in country data. Totals were omitted,
however, when they were obviously far from
the true total of production.

Plan ... ........... Official plan data, sometimes derived from officially
announced percentage increases over announced
bases.
Consumption ....... Domestic consumption from stocks, production,
and imports.
-Inventory .......... Total stocks on hand; that is, operational stocks
plus normal and strategic reserves.
Italics ............. Data officially published by Soviet Bloc govern-
ments and accepted as estimates by the ORR an-
alysts concerned are in italics.
Blank spaces ....... Blank spaces indicate that data was not available,
unknown, or not applicable.
