This research aid is the third in a series of annual studies on the
construction, value, and distribution of merchant ships produced by and
for the Sino-Soviet Bloc. This publication revises and updates the data
on construction and value in the second report of the series, CIA/RR
A.ERA 61-5, Estimated Number, Value, and Distribution of Merchant Ships
Constructed by and for the Sino-Soviet Bloc, 1959 and 1960, August 1 961.,

CONSTRUCTED BY AND FOR THE SINO-SOVIET BLOC*
1961
Summary
The estimated value of construction of merchant ships by and for the
Sino-Soviet Bloc in 1961 is about $1.1 billion.** Of this amount, $158
million (about 11+ percent) was imported from countries outside the Bloc,
and about $62 million (5 percent) was exported to countries outside the
Bloc.
Comparable data on value for the years 1959, 1960, and 1961, relat-
ing to all types of merchant ships constructed by and for the Sino-Soviet
Bloc, are shown in the following tabulation:

Of the total value of maritime ships imported by the USSR -- $284.3 mil-
lion -- $151.7 million (or 53 percent) represented maritime ships built
in other countries of the Bloc, whereas $132.6 million (or 47 percent)
represented maritime ships built in countries outside the Bloc.
In terms of maritime tonnage,* the USSR built, imported, and exported
cargo ships and tankers in 1961, as follows:

for service, and the total value of the ship has been credited to the
year of completion. The ships are classified according to the follow-
ing major categories:
Maritime -- ships engaged in oceangoing and coastal service includ-
ing the Caspian Sea.
Fishing -- both inland and oceangoing ships.
Inland -- ships that operate on inland waterways excluding the
Caspian Sea. Because some ships are converted after completion to naval
auxiliary service and other services, the ships listed do not necessarily
constitute additions to the several merchant fleets.
* Several abbreviations that are used repeatedly in the tables in this
research aid may be defined as follows:
LSD (light ship displacement) is the weight, in tons of 2,240 pounds,
of a complete ship, ready for service in every respect, includ-
ing the weight of permanent ballast and liquids in the machinery
at operating levels but excluding the weight of the members of
the crew and their effects and any item of consumable or variable
load such as stores, fuel, and cargo.
DWT (deadweight tonnage) is the carrying capacity of a ship, in tons
of 2,240 pounds, including the members of the crew and their ef-
fects as well as the weight of all items of consumable or variable
load such as stores, fuel, and cargo. The deadweight tonnage is
the difference in tons between full load displacement and light

In 1961 the Sino-Soviet Bloc constructed fishing ships totaling more
than 297,000 GRT and valued at $376 million. No fishing ships were built
in countries outside the Bloc for the Bloc.
The total value of inland ships built in the Sino-Soviet Bloc in 1961
was about $181 million. The paucity of information on these ships pre-
cludes a detailed breakdown of data on their construction.
Construction of merchant ships by and for the Sino-Soviet Bloc in 1961
indicates that no apparent trends are developing which are discernible in
the aggregate data. The USSR, however, imported more tankers in 1961 than
in 1960. Changes in the number, type, and size of merchant ships con-
structed from year to year are considered normal for the industry.
GRT (gross register tons) is a measure wherein the entire internal
cubic capacity of the ship is expressed in register tons --
100 cubic feet to the ton, not including certain spares such as
peak tanks and other tanks of water ballast, open forecastle,
bridge and poop, hatchway excess, certain light and air spares,
anchor gear, steering gear, wheelhouse, galley, cabins for
passengers, and other minor spares specified by the law.
