In paragraph 3 of reference (a) it is indicated that the Economic Research Area of ORR is scheduled to contribute to 18 General Surveys and 10 sections of Chapter VI in FY 1964. We recognized our commitment to contribute to the General Surveys, but objected to the preparation of individual sections (6 in number) of Chapter VI on the European and Far Eastern Satellites. Our objections were not fully accepted by OBI. 2. You will recall that on 7 February 1963 I recommended in reference (b) that consideration be given to the elimination of some Chapters VI because coverage for European and Far Eastern Satellites, over and above that in Section 16 of Chapter I (now General Surveys), could be better accomplished on a more current basis by departmental and inter-departmental intelligence. In discussion with the AD/BI, I was under the impression that he con- curred in this view and I also understood that you also felt that this recommendation was justified. 3. In the USIB-approved paper of 28 August 1963 (USIB-D-51.1/8) it states in paragraph 5 that: "The Outline and Outline Guides in their entirety are to be flexibly adapted to the country or area or topic con- cerned on the premise that each NIS should contain only data essential for high-level planning, and that such data can be kept up to date at reasonable intervals." Paragraph 6 states: "Thus, NIS Outline and Outline Guides do not prescribe a requirement for uniformly comprehensive NIS coverage on all countries or areas, .... Accordingly, for each NIS area the Approved a Release 2 6 : CIA-RDP79Sd67A000100040005-0 extent of treatment given to any topic ... shall be based, for each production or maintenance cycle, upon an explicit determination on an individual basis of the significance with which that topic applies to the particular country or area." We believe that the USIB intended, by this wording, that every effort would be made to exclude elements of NIS production that are not essential for high-level planning. It is our contention that the detail required in the individual sections of Chapters VI for the European and Far Eastern Satellites is not essential for high-level planning and should be made available for lower-level planning and operational elements by departmental intelligence production, which would permit such information to be kept up to date and analyzed in terms of direct need. We believe that Sections 16 of the General Surveys on these areas will provide the essential information on economic developments that will be required by high-level strategic planners. 4+. In paragraph 3 of reference (a) it is also indicated that ERA is expected in FY 1965 to contribute to 30 General Surveys and at least 7 sections of Chapters VI, of which 5 are for the European and Far Eastern Satellites. Our same argument holds for the FY 1965 proposed schedule. We recognize that we are committed to the pro- duction of contributions to the General Surveys, but again we question the need for preparing sections for Chapters VI on the European and Far Eastern Satellites. 5. As you know, we reduced our capabilities in various elements in ERA on the assumption that preparation of individual sections for Chapters VI on the Satellites would not be required of us. We would be hard pressed to meet the schedule for these sections as envisaged in reference (a), and use of our limited capabilities for that pur- pose would detract from our ability to meet what we consider to be higher priority requests for analysis responsive to national estimates and the needs of policy planners. 6. Although we have not pressed the point with OBI, we also feel that the sections on Labor and Welfare for the European and Far Eastern Satellites are not essential within the context set forth by USIB as described in paragraph 3 above. 7. If anything can be done by the AD/BI, in consultation with members of the NIS Committee, to relieve us of responsibility for preparing the sections described above relating to the European and Far Eastern Satellites, we would be most appreciative. The AD/BI would probably need to make strong representations to accom- plish this end, but we feel it would be justified in view of the other priority demands being placed upon us. Paragraph 3 of reference (a) states that ORR will need to produce 30 General Survey maps in FY 1965. The Cartography Division will be very hard pressed to accomplish this and serious dislocations and adjustments will result. To date, the Chief of the Division has not been able to solve the problem with the resources available to him. We do, however, recognize pressure on AD/BI to maintain a schedule of General Surveys at that level. UTIA) E.
