Reference is made to Mr. Overby's letter to General
Smith dated October 29, 1952, and my letter to you of
October 31, 1952, relating to certain information received
by the Treasury Department covering possible Russian pos-
session of securities which reportedly are being offered
for sale for United States dollars.
Attached herewith is a copy of a further communica-
tion on this subject received by the Treasury Department
from its agent under date of October 21, 1952. Copies of
this attachment are also being transmitted today to the
Department of State and the Securities and Exchange Com-
mission.
