Soviet Forces in Cuba
I. Soviet military components remaining in Cuba number
close to 17,000 officers and men.
B. The remainder---something over 3,000 men--consists
of headquarters, communications,and training per-
sonnel.
II. Recent activities of these forces have been aimed at
improving the defenses of Cuba.
A. SAM units are being moved into better positions
for defending important areas, particularly mil-
itary airfields.

III. There have been reports that Cubans are receiving
training in some of the more complex Soviet mil-
itary equipment; the indications are as yet incon-
clusive concerning the potential extent of Cuban
control of such equipment.
