1. We consider that the study, The Future of Cuba,
(Tab A of Mr. McGeorge Bundy's Memorandum for Members of
the Standing Group, November 8, 1963) represents an
excellent proposal of United States views on a post-Castro
Cuba.
2. The draft of a passage on our relations with Cuba
for the President's speech to the Inter-American Press
Association on November 18 (Tab B) incorporates all of
our major views on this subject which we forwarded to
you on November 4.
3. We recommend that you concur in both the study
and the draft speech which will be discussed on Tuesday,
November 12.
