SUBJECT: Significant Developments in the Latin
American Countries on the Counterin-
surgency Critical List
1. Ecuador
a. A series of police raids on various ter-
rorist installations during the past week netted 300
grenade shells, explosives, and a large quantity of
propaganda.
b. The government has refused to release
further information concerning the attempted hijack-
ing of an Ecuadorean Airlines plane on 25 June. Ac-
cording to an early press report, the hijackers were
former paratroopers who deserted in May 1962, fled
to the Andes, and proclaimed themselves guerrillas.
