Review of Insurgency Problems
There are continuing reports of Communist
troop movements in the Muong Pha Lane - Dong Hene
area of the Laos panhandle. Only occasional skir-
mishes have been noted, however, and these have
largely been in reaction to government efforts to
clear the regions bordering Route 9 between Sebo
and Muong Pha Lane.
North of the Plaine des Jarres, government
forces recently have made limited advances in the
Route 6 area. The North Vietnamese, however,'have
moved additional forces south from the Samneua
region, and 'a step-up in fighting during the next
. few weeks appears quite likely.
2. Congo (Leopoldville)
The government is bringing together equip-
ment and troops at Albertville for a campaign, now
set for the middle of August, to wipe out the Pizi

In the meantime, well-armed rebels from
Fizi have stepped up their harassment of govern-
ment positions north of Albertville. One sizable
rebel group has reportedly moved down the coast of
Lake Tanganyika to within 40 miles of Albertville.
This group is reportedly being resupplied directly
from Kigoma, despite the fact that last week the
T-28s operating out of Albertville sank three large
supply boats.
North of Fizi, rebel attacks on Uvira have
ceased, at least for the moment. Government move-
ments in the Uvira-Bukavu valley are still restricted
to small armed convoys, however. Other government
troops now have cleared the southern route from
Bukavu to Kindu. Government units recently advanced
north from Kindu halfway to Stanleyville.
In the northeast, mercenary-led units from
Aketi last week cleared the road to Bumba. Sizable
rebel bands remain in the area but now hold only one
town, Bondo, 80 miles north of Aketi.
More rebel activity may be in the offing
northeast of Leopoldville. A rebel group which has
sporadically harassed the Bolobo area 200 miles
upriver from Leopoldville has reportedly mush-
roomed into a band 200 to 300 strong and is moving
inland. The region east of Bolobo to Lake Leopold
is fertile ground for the rebels' cause but the
government is moving additional troops to Bolobo
to counter this threat.
Elsewhere, the government continues to mop
up pockets of rebels. In the border areas, Ugandan
authorities now are reportedly interning the rebels
who flee across the border. Sudanese dissidents who
claim they are patrolling the Congolese border are
apparently driving the Congolese rebels farther into
the Sudan where the Sudanese Army gathers them into
camps. (Map)

The southern Sudanese rebels have re-
cently become more aggressive in their guer-
rilla war against the central government. The
rebels, who have for some time controlled much
of the countryside in the three southern prov+
inces, have now undertaken probes against major
population centers. A clash at Juba on 9 July
was followed by a similar incident at Wau. The
government expects a further clash at Yei, the
third major town in the south.
The government, although generally on
the defensive, has given the army forces in the
area--perhaps 13,000 of the Sudan's 17,000-man
army--the green light to shoot suspected rebels
on sight. This license may in part be respon-
sible for-the ugly situation which arose in Juba
following the rebel probe on 9 July. Troops ap-
parently defied their commanders and ran amok,
killing a considerable number of civilians and
burning a large portion of the native quar-
ter of the town. Southern leaders are deeply
concerned over the incident, which will make an
already complex and largely intractable situa-
tion still more difficult. The government is
attempting to blame the arson on the dissi-
dents, and has strongly criticized Khartoum
newspapers which reported the incident factu-
ally.
All travel has been banned in Equatoria
Province, and near - martial law prevails in the
region.

On 6 July police shot and killed the
notorious bandit, "John ;the Baptist"'Ruiz Cas-
tro. He is the third well-known gangster slain
by authorities since mid-June. The reward of
25,000 pesos for "John the Baptist" was given
to the family of an innocent passer-by who was
also killed in the shooting.
The US Embassy in Bogota reported that
the authorities discovered incendiary devices
in the ruins of a Sears-Roebuck store in Periera
which burned to the ground on 21 June. These
were markedly similar to those used by the Armed
Forces of National Liberation~,(FALN) in Caracas,
Venezuela, according to the embassy; this re-
news fears that Colombian terrorists are col-
laborating with the FALN, possibly with Cuban
direction.
. Paraguay
In a swift maneuver designed to nip
off Communist subversive activities, the police
have arrested approximately 60 low-level Para-
guayan Communist Party (PCP) members. There
seems to be no major threat to the stability
of President Alfredo Stroessner's government,
and the arrests apparently were preventive in
nature. When wild rumors of Communist plots
began to fly through Asuncion, however, the
government took the unusual step oftpubliciz-
ing its efficient efforts to halt Communist ac-
tivity. Communist strategy may have,been

aimed at embarrassing the Stroessner government by
disrupting the municipal elections scheduled for
October.

Public concern over guerrilla activities
in central Peru has been somewhat reduced since
the armed forces took command of counterinsurgency
operations last week. ;iith the army in charge, the
public seems to feel that the guerrillas will be at
least contained if not eliminated.
No serious clashes between Peruvian secu-
rity forces and the Movement of the Revolutionary
Left (MIR) guerrillas are known to have taken
place since the disastrous ambush of a police
patrol on 27 June. Army rangers have moved into
the central zone area of operations, ready to go
into action if needed. More than 400 civil guard
police troops now are controlling travel in the
area, while investigative police continue to arrest
and interrogate persons suspected of aiding the MIR.

Recent press reports have indicated the
capture of two guerrilla camps on 30 June and
another on 7 July by government forces in Falcon
state. Meanwhile, terrorist violence during an'
extremist-backed bus and taxi driver strike in
Caracas on 12 July resulted in the death of one
policeman and one civilian. Gunfire occurred in
and around the Caracas Central University, a major
point of the disturbances. (Map)
