The situation as of 1400 seems to favor the Commu mist"ied rebels3. Although antirebel forces - are, apparently again attempting to initiate what they term "mopping- up" operations commencing with an aerial bombardment by loyal P-51s, the rebel forces in Santo Domingo re- main confident of victory in a day or two. They may be encouraged by some defections from Wessin's troops and reports of declining loyalist morale. Food sup- plies are running short on the loyalist side. A loyalist position was strafed this morning by rebel planes from Barahona, 2, MPD leaders claim that the three Communist- controlled parties (the PSPD, the APCJ, and the MPD) will be able to seize complete control after "the return of exiled president Juan Bosch," We have no new word that Bosch is planning to return soon, 3. Reports from the US Marine detachment so far concern'only the. details of evacuation of US civilians. 4. Meanwhile in the OAS, the ambassadors of Colombia, Chile, Venezuela, and Costa Rica claimed that the OAS charter condemns the unilateral action of one country in any situation in the hemisphere. They all called for the application of legal measures to convert that unilateral action into a collective action of the organization.
