As of 0100 we have received no informa- tion of a change in the tabtical situation from an hour ago, when the rebels still held the initiative. 2. The latest report from Santo Domingo states that "carnage" is continuing within the city, with many wounded persons walking about. Mobile medical units have been requested at first light. 3. The OAS meeting is still in progress. At the outset Venezuela and Chile were reading formal notes to the Council. The Venezuelan note prom tested US unilateral action. The text of the Chilean note is not vet known, but Chilean Presi- dent Frei United States should not have acted unilaterally. He said the US could have invested the OAS with prestige by acting through it. 4.
