ELLIGENCE MEMORANDUM
Situation in the Dominican Republic
(As of
1. The rebel radio has broadcast an appeal
to the "tigres" (young rebel civilian fighters)
not to fire on "non-Dominican" troops in order
not to create international incidents.
2. Captain Conde, who accompanied the
Papal Nuncio on his visit to the US Embassy
earlier told embassy officers that Colonel
Caamano is'aware his rebel force is infiltrated
by many Communists but that he doesn't want to
dispose of them now because they are useful to
him. Caamano has said he "had" to go into revolt
because he was a marked man, and his only hope
was to hand out weapons indiscriminately to
civilians; he has claimed he would be able to
retrieve these weapons when the revolt is
over.
3. Radio Havana continues exhortations to
the rebels to fight on for the return of Bosch
and "constitutionality." It is broadcasting
savage charges against General Wessin and has
referred to attacks on the US Embassy.
